Manufacturer IDs for AIS-SART, MOB, EPIRB-AIS
Overview
CIRM has the responsibility for issuing Manufacturer Identities to companies wishing to produce "Devices using a freeform number identity" according to ITU-R M.585.
The preamble 97X should be used as follows:
- 970 AIS-SART devices
- 972 Man Overboard devices conforming with DSC Class M (ITU-R M.493-15)
- 974 EPIRB-AIS devices
Guidelines on the assignment and use of Manufacturer IDs
The following guidelines apply to the assignment and use of Manufacturer IDs:
- Due to the limited number of unassigned Manufacturer IDs, ITU-R Working Party 5B has advised CIRM to assign previously-assigned IDs to all new requesting companies until a replacement numbering scheme is developed and published;
- Manufacturer IDs should only be requested when the product is at an advanced stage of development and is ready for type approval;
- CIRM will issue only one Manufacturer ID to each requesting company, and this is free-of-charge;
- Each Manufacturer ID will only allow for 9999 units to be manufactured to that identity, however ITU advises that when this number is reached the manufacturer should should revert to 0000 and start numbering again;
- CIRM will reclaim Manufacturer IDs that have previously been assigned to companies that have since exited the market;
- CIRM will withdraw Manufacturer IDs from companies that do not respond to communication attempts requesting confirmation of their continued participation in this market to reclaim Manufacturer IDs for re-assignment;
- According to ITU-R M.2135-1 (Annex 1), MOB-AIS devices that do not conform with DSC Class M are classed as AMRD Group B and must use the AMRD Group B numbering scheme (specified in ITU-R M.585), which does not incorporate a Manufacturer ID.

Note about identification of activated devices: CIRM does not have access to any registry of information on individual ownership of devices. The 9-digit number assigned to an AIS-SART or AIS-MOB device is not an MMSI, and cannot be used for the purpose of owner identification.
